Technical notes are optional but strongly encouraged. Remarks in program listings are limited by the ASCII character set. Technical notes can provide a clearer mapping between the code and the mathematics that it applies.
The notes should be submitted in a PostScript file called ``technote.ps''. If the notes contain only ASCII characters, then notes can appear in ``technote.txt''.
